State of Minnesota Selects 3M Data Analytics to Drive Health Care Improvement

A national leader in healthcare delivery innovation and population health, the State of Minnesota will use data analytics from 3M to help improve the quality and value of the care provided to Minnesota citizens served by public health care. The Minnesota Department of Human Services has selected 3M Health Information Systems as its analytics contractor to support Minnesota's Integrated Health Partnership (IHP) demonstration, a groundbreaking initiative that tests new approaches to health care delivery and payment.

3M Health Information Systems will provide data management, analysis, and data access and reporting resources to help Minnesota IHP organizations analyze cost of care, utilization of services, and risk data so they can identify opportunities for cost and care transformation. The 16 healthcare organizations participating in IHP serve over 204,000 Minnesotans enrolled in Medical Assistance.

The Minnesota project is part of a $45 million State Innovation Model (SIM) cooperative agreement, awarded to the Minnesota Departments of Human Services in 2013 by the federal Center for Medicare and Medicaid Innovation (CMMI) to help implement the Minnesota Accountable Health Model. This model expands patient-centered, team-based care through new service delivery and payment structures, which integrate medical care, behavioral health, long-term care and community prevention services. As part of this initiative, the SIM program tests ways to lower the costs of caring for Medicare and Medicaid beneficiaries, while improving quality of care.

“Minnesota’s participation in the SIM program is the latest example of the state’s pioneering efforts to transform health care,” said William Kelly, Senior Vice President, Population and Payment Solutions for 3M Health Information Systems. “We look forward to supporting the state’s efforts with advanced analytic tools and meaningful data that can be used to encourage preventive care and reward healthy outcomes.”

3M technology and analytics are used throughout health care in prospective payment systems, quality outcomes measurement, risk stratification and analysis, and population health management. State Medicaid agencies, hospital associations, and payer-provider collaboratives in more than 30 states use 3M patient classification methodologies for comparative reporting of hospital quality and as the basis for determining outcomes-based financial incentives and designing new healthcare payment models.
