State governments are leading efforts to transform U.S. healthcare delivery from a fragmented system focused on caring for the sick to a coordinated system that promotes preventive care and achieves higher quality at lower cost. The latest innovation comes from the State of Rhode Island, which has launched the Rhode Island All-Payer Claims Database (RI-APCD), a new initiative that will provide data about hospital quality and cost to help consumers make informed healthcare decisions and become active participants in managing their own care. 3M Health Information Systems has been selected as the analytics firm for the RI-APCD and will provide quality assurance, data management, analytics, access and reporting of RI-APCD data.
The RI-APCD is a large-scale database that systematically collects and aggregates enrollment, medical claims, pharmacy claims, and provider data from commercial insurers and public payers such as Medicare and Medicaid. It will be used to ensure transparency of information about access, quality, utilization, efficiency, and cost of Rhode Island’s healthcare delivery system.
